haOlam — Deutsch-Iranische „Lehrerkonferenz“ wirft Fragen auf

Ende November soll in Berlin eine „Lehrerkonferenz“ der besonderen Art stattfinden – mit einem ganz besonderen Gast bei der Eröffnung: Dem Botschafter der „Iranischen Republik Iran“ – haOlam.de berichtete. Auf Nachfragen zu dieser Konferenz wird entweder gar nicht oder ausweichend reagiert. Die Diakonie Berlin-Brandenburg hat die Ankündigung zwischenzeitlich von ihrer Website genommen.

Bei der Pressestelle der Diakonie reagierte man auf telefonische Anfrage von haOlam.de eher peinlich berührt. Warum die Veranstaltung nicht mehr auf der Website zu finden ist, konnte man zwar nicht erklären. Dafür wurde mehrfach betont, das die Diakoni nicht Veranstalter ist.

Wie berichtet, soll bei der Eröffnung dieser Konferenz u.a. auch der Botschafter der „Islamischen Republik Iran“ als Redner auftreten. Daneben wird u.a. auch eine Vertreterin des zuständigend Berliner Senators auftreten. Auf Nachfragen bei der Pressestelle der Senatsverwaltung und beim Direktor des Gymnasiums der „Königin Luise Stiftung“ kamen nur ausweichende, bzw. gar keine Antworten.

Politico, Laura Rozen – Veteran U.S. diplomat John Limbert, a former official at the U.S. embassy in Tehran taken hostage thirty years ago this week and held for fourteen months, started this week as a senior Iran official at the State Department, foreign policy hands tell POLITICO.

Limbert will serve as Deputy Assistant Secretary for Iran in the Bureau of Near Eastern Affairs, several officials at the State Department and White House confirmed. Limbert did not immediately respond to a query. DAS appointments are not normally publicly announced, officials said, to explain the as yet unannounced appointment, which was said to have been in the works for some time.

TEHRAN (AFP) – Iran has decided to reject proposals from major powers for the supply of nuclear fuel, a leading member of parliament said on Saturday, in a serious setback for UN-brokered efforts to allay Western concerns about its atomic ambitions.

Under the plan thrashed out in talks with France, Russia and the United States, Iran was to have shipped out most of its stocks of low-enriched uranium in return for fuel for a research reactor in Tehran.

The proposals were designed to assuage fears that Iran could otherwise divert some of the stocks and enrich them further to the much higher levels of purity required to make an atomic bomb.

But officials, who strongly deny any such intention, had expressed mounting concern that Iran’s arch-foe Washington might welch on the deal and Tehran might ship out its uranium without receiving anything in return.

„We do not want to give part of our 1,200 kilos (more than 2,640 pounds) of enriched uranium in order to receive fuel of 20 percent enrichment,“ said Alaeddin Borujerdi, the influential head of parliament’s national security and foreign policy committee.

„This option of giving our enriched uranium gradually or in one go is over now,“ he told the ISNA news agency.

„We are studying how to procure fuel and (Ali Asghar) Soltanieh is negotiating to find a solution,“ he added, referring to Iran’s envoy to the UN nuclear watchdog.

A spokesman for the International Atomic Energy Agency said on Saturday that it was „still waiting for the formal response“ from Soltanieh.

But a second member of the Iranian parliamentary committee also said that response would be negative.

„We were not against the exchange,“ the ISNA news agency quoted Hossein Naghavi Hosseini as saying. „But during the negotiation, they were unable to give Iran the confidence and so the response … is negative.“

Foreign Minister Manouchehr Mottaki had said on Friday that Iran was considering alternatives to the exchange deal — either further enriching the uranium on its own for the Tehran reactor or importing the fuel commercially.

But Russia, which would have further processed the uranium under the UN-brokered deal, warned Tehran it risked further sanctions if it took a „less constructive position.“

„I do not want that all this ends up with the adopting of international sanctions because sanctions, as a rule, lead in a complex and dangerous direction,“ President Dmitry Medvedev said in comments released by the Kremlin. Medvedev’s warning

„But if there is no movement forward then no-one is going to exclude such a scenario,“ he said in the comments to German weekly Der Spiegel.

Russia is building Iran’s first nuclear power plant, in the southern city of Bushehr, and Medvedev said the country has every right to a peaceful nuclear programme.

Even so, the existing rules have to be observed, without trying to hide away any objects,“ he said, in an apparent reference to a secret enrichment facility only recently declared.

In its initial reply to the IAEA-drafted plan, Tehran took issue with provisions for it to ship out 75 percent of its stocks before receiving any fuel, Iranian media reported.

A number of senior officials had argued that that stipulation would be a major concession for Iran for which it would receive little in return.

„What guarantee do we have that if we deliver our enriched uranium, we will get the fuel,“ hardline cleric Ahmad Khatami asked on Friday.

In an interview with the New York Times on Thursday, IAEA chief Mohamed ElBaradei acknowledged Iranian suspicions.

„There’s total distrust on the part of Iran,“ he said.

But he added that Iranian demands for its low-enriched uranium to be shipped out at the same time as it received the nuclear fuel were not acceptable to Western powers.

A simultaneous exchange „would not defuse the crisis, and the whole idea is to defuse the crisis,“ he said.

The IAEA chief said compromise proposals were being explored, including the possibility of storing the Iranian uranium in a „third country, which could be a friendly country to Iran.“

But an Iranian official on Saturday dismissed the idea. „Iran will not send its enriched uranium to any country,“ ISNA quoted the official as saying.

The official accused ElBaradei of publicly floating an idea that had already been rejected because Iranian President Mahmoud Ahmadinejad on Sunday heads to Turkey, the third country which had originally been mooted.

The Francop episode glaringly reveals Iran’s strategy of surrounding Israel with deadly ordinance in hostile hands.

More than 300 tons of weaponry, including thousands of Katyusha and other rockets, thousands of mortar shells, and hundreds of thousands of Kalashnikov bullets. That was the haul from the ship Francop, which the Israeli navy intercepted off Cyprus early Wednesday morning and brought to the port of Ashdod in Israel.

About ten days ago, the arms cache took off from Bandar Abbas port in Iran on an IRISL (Islamic Republic of Iran Shipping Lines) ship. At the Egyptian port of Damietta, it was transferred to the Francop, an Antiguan flagged German vessel. The containers of weapons were hidden behind piles of sacks filled with polyethylene. The Francop crew appears to have had no knowledge of the cache, and Israel has already released the ship and its crew and put the weaponry in storage.

It was the largest such capture in Israel’s history, ten times larger than the cache on the Karine A, the ship Israel intercepted in 2002 that was bringing arms from Iran to Gaza (then part, with the West Bank, of a unified, Yasser Arafat-ruled Palestinian Authority). The Francop’s destination was a different one: the port of Lattakia in Syria. From there, the cache was to be smuggled by land to Hezbollah in southern Lebanon. The Israeli army says the weapons supply would have been enough to extend a future Israel-Hezbollah war by about a month.

So far the world — whether in news media or in official statements — hasn’t reacted much. Undoubtedly, a good deal else has been going on such as the U.S. elections, the shooting at Fort Hood in Texas, and the World Series. And closer to home, as far as Israel is concerned, there has been the UN General Assembly’s endorsement of the Goldstone report, Palestinian Authority President Mahmoud Abbas’s announcement that he won’t run for re-election, the anti-regime demonstrations in Iran, and Iran’s apparent testing of an advanced nuclear warhead.

But Israel badly wants the Francop to take its place beside the big stories. In a world where the Goldstone report keeps dragging Israel through the mud for defending itself against Iranian-backed terror in Gaza, this incident dramatically underlines what Israel is up against and what Iran and its allies are up to.

On Thursday, the Israeli Foreign Ministry brought foreign ambassadors in Israel to view the haul. The Foreign Ministry also highlighted that the arms shipment is a violation of two UN Security Council resolutions — 1747, which prohibits Iran from exporting weapons and ammunition, and 1701, which prohibits transferring further armaments to Hezbollah. The Foreign Ministry also told Israel’s envoys abroad to highlight the issue to their host countries and urge that they cease all dealings with IRISL.

Also on Thursday Prime Minister Binyamin Netanyahu said in a press briefing:

The navy captured a ship that was carrying a vast quantity of ordnance. … The main component of this war materiel was rockets whose sole objective was to attack and kill as many civilians — women, children and the elderly — as possible.

This is a war crime. This is a war crime that the UN General Assembly … should investigate, discuss and condemn.  This is a war crime that should prompt the UN Security Council to convene in special session, especially since it was in gross violation of UN Security Council resolutions. This is a war crime which we know the Iranian regime intends to repeat, further arming Hezbollah, which has already fired thousands of missiles at our communities.

This is what the international community should concentrate on at all times but especially today. But instead, they have chosen to assemble and condemn the IDF and the State of Israel, and to try and undermine our legitimate right to defend ourselves. …

I think that the time has come for the international community, at least its more responsible countries, to recognize the truth and not promote a lie.

In trying to make “the ship” a lever to shift world attention from Israel’s alleged sins in Gaza to the actual ongoing treachery and belligerency of Iran, Israel faces an uphill battle. It is true that Israel has mustered some sympathy from democracies on the Goldstone report. In Thursday’s General Assembly ballot on the resolution endorsing the report,  Israel was joined by the United States, Canada, Australia, Germany, the Netherlands, and some Eastern European countries in voting against it. Most of the EU countries abstained.

But when it comes to Iran itself, the West continues to dither. Iran’s rejection of the deal to have its uranium enriched abroad, after stringing the U.S. and its allies along for another few weeks while its centrifuges keep spinning, has brought little but bewildered silence. Regarding the courageous anti-regime agitation within Iran, President Obama has already announced that “we do not intervene in Iran’s internal affairs.” There is still no sign of sufficient Western will and unity to organize truly effective sanctions against the mullahcracy.

Israel still hopes, and is striving hard, to make clear what Iran’s conversion from a terror-exporting power to a nuclear-armed, terror-exporting power would mean, and to muster Western resolve to do something about it. The Francop episode glaringly reveals Iran’s strategy of surrounding Israel with deadly ordinance in hostile hands while it exports subversion throughout the Middle East and in Africa and South America.

It is not a problem Israel wants to deal with by itself. It may yet have to.

….sagen manchmal mehr als 1000 Worte. Ganz besonders wurde uns die Notwendigkeit und die Macht von Slogans beim Thema
„Iranische Revolution 2009″ bewusst gemacht.
Ich versuche hier, vielleicht auch mit Eurer Hilfe, eine Liste zu erstellen und sie entsprechend zu vervollständigen über den zeitlichen Verlauf der Slogans, die durch die Lautsprecher der Welt drangen – und die dazugehörige Bedeutung:

- WHERE IS MY VOTE?
Der wohl weltweit bekannteste Slogan nach „Yes, we can“.
„Where is my vote“ wurde das Pseudonym der anfänglichen Wut der betrogenen Wähler am 12. Juni 2009, die sich aber sehr bald (oder im grunde genommen schon immer) in Wut und Kritik gegen die Islamische Republik Iran umwandelte. Man könnte heute guten Gewissens meinen, dieser Slogan war der Aufhänger, um die innere Wut auf die Strassen Irans zu bringen. Die Welt hat auf einmal Iraner mit anderen Augen gesehen.

-NEDA
Der wohl bekannteste Name weltweit seit dem Sommer 2009. Eine junge Iranerin, die Weltberühmtheit erlangte durch ein kaum vorstellbar schreckliches Ereignis. Ihr Tod brachte ihr traurigen Ruhm. Aber Neda stand seit Beginn des Life-Videos, das lediglich von einem Amateur mit seinem Mobiltelefon aufgenommen wurde, für viel mehr als „nur“ ihren eigenen Tod. Sie wurde zum Gesicht Irans.

Sie wurde zum Symbol der Freiheitsbewegung gegen die Islamische Republik Iran. Die Schergen des Regimes hatten ungewollt aus einer Demonstrantin, die sich zufälligerweise am Aufenthaltsort lediglich die Beine vertreten wollte, nicht nur eine Heldin gemacht. Nein, sie haben mit diesem grausamen Mord Neda zur Ikone der gesamten Revolution gemacht. Die Welt sah mit erschrockenen Augen, was wir Iraner bereits seit 30 Jahren wussten. Tyrannei, Mord und Terror – gegen alles und jeden. Neda ist bis heute das Symbol ALLER Opfer der Islamischen Republik geworden.

–Natarsin, natarsin, ma hame baham hastim!
(Habt keine Angst, habt keine Angst, wir sind alle beisammen!)

Trotz des Wissens junger Demonstranten, dass in jedem von ihnen die berechtigte Angst der Entführung und späteren Folter bestand, versuchen sie ihre Mitdemonstranten symbolischen Beistand und Stärke und Zusammenhalt in der Gemeinschaft zu gewähren. Man könnte auch sagen: Man versuchte sich gegenseitig Mut zuzusprechen.

Zusatzinfo eines Freundes:
Das ist eigentlich „mâ hastim“ und Shahram Homayouns Werk, nur will man sich halt nicht zu irgendeiner expliziten Gruppe bekennen, um die Sache möglichst neutral zu halten, also wandelt man das eben ab.

–Allah o Akbar
(Gott ist groß)
Egal, wie ich persönlich zu diesem Slogan stehe, möchte ich dennoch eine Erklärung zu diesem Slogan abgeben:
Allah o Akbar wurde erstmalig in Chören von den Dächern Teherans (später weiteten sich die Chöre auch in anderen Städten aus) gerufen, wenn es nachts still wurde. Ein Teil aus dieser rufenden Menge mag das sicherlich aus seinem Urglauben an den für ihn wahren Islam getan haben. Aber vordergründig muss man den Kontext zur Revolution 1979 sehen. Damals rief Khomeini die Iraner landesweit dazu auf, nachts auf ihre Dächer zu steigen und „Allah o Akbar“ zu rufen. Es gab Zeiten, wo sich Teheran (und auch anderswo) regelrecht zu einer Geisterstadt verwandelte, weil unzählige Iraner diesem Ruf folgten und damit ihre Wut und ihren Krieg gegen den Schah Ausdruck verleihen wollten. Es entspricht schon einer gewissen Ironie, dass ausgerechnet 30 Jahre später mit selbigem Slogan „Allah o Akbar“ Moslems als auch Nicht-Moslems auf ihre Dächer steigen, um somit ihren Unmut gegen Alljene zur Sprache bringen, die sie selbst damals darüber belehrten.

-Leader: Marg bar Amrica!
-Demonstr.: Marg bar Russie!
-Leader: Marg bar Esrail!
-Demonstr.: Marg bar Chin!
Nun erhält der Slogan der Freiheitsbewegung eine neue Qualität. Erstmalig in der Geschichte der Islamischen Republik wird nicht mehr hinter vorgehaltener Hand, von vereinzelten Menschen oder vom Ausland aus lauter und bewusster Ungehorsam betrieben, sondern als direkte Antwort zu Anti-US- und Anti-Israel Parolen. Dieser Slogan hat zweierlei Wirkung:
a) Die Demonstranten wollen damit deutlich machen, dass sie genau wüssten, wer direkt die IR unterstützt und somit ihre Hauptfeinde ausserhalb Irans seien.
b) Sie zeigen damit, dass sie keine Angst mehr haben, zu widersprechen. Direkt und unverblümt!

–Marg bar Diktator!
Die Sprache der Demonstranten im Land wird von mal zu mal immer deutlicher. Während im westlichen Ausland noch darüber ewig debattiert wird, ob es nun pro- oder kontraproduktiv sei, „Marg bar…“-Rufe verlauten zu lassen, hat man im Iran bereits die Zügel übernommen. Mehr und mehr wird nun auch deutlich, dass nicht „Reformer“ wie Mousavi und/oder Karubi die Revolution anführen, sondern die Menschen führen sich selbst – und die „Reformer“ hinken hinterher. Spätestens HIER wird auch sehr deutlich, dass es längst nicht mehr um das „Vote“ geht (bzw. wohl nicht wirklich darum ging), sondern dass diese gefälschte Wahl ein willkommenes Ventil für die jungen Iraner darstellte, um endlich in Massen auf den Strassen zu marschieren. Und dass mit „Diktator“ wohl nicht nur eine Einzelperson gemeint ist, kann sich wohl jeder Beobachter an fünf Fingern abzählen.

–“Marg bar Chamenei!“
Nun geht es wirklich um alles oder nichts. Erstmalig in der Geschichte der IR wird nicht nur massenhaft laute Kritik gerufen, nun benennt man den Angeklagten namentlich. Wenn man ein wenig die Geschichte der IR kennt, erkennt man auch schnell, welche wichtige Bedeutung dieser Slogan erhält. Denn Kritik gegen den Oberbefehlshaber Chameini ist gleichzusetzen mit Kritik gegen Gott. Und dass darauf die Todesstrafe in Iran gesetzt wird, weiss eigentlich jedes Kind, das in diesem Land hineingeboren wird. Die Sprache der Freiheitsbewegung nimmt nun immer deutlichere Züge an. Im Westen sind die grossen „Reform“-Anhänger, die jene Iraner diffarmierten, die auf „Marg bar…“-Rufe bestanden, auffällig ruhig geworden.

-“Obama, Obama, ya ba oona ya ba ma!“
-Nun ist die Oppositionsbewegung in einen Bereich eingedrungen, den sich wohl der mächtigste Mann der Welt wohl selbst nicht hätte erträumen können. Während die Welt fassungslos zuschaut, wie der US-Präsident unaufhörlich seine Hand nach Teheran ausstreckt, wo zeitgleich Menschen in Iran auf offener Strasse kaltblütig geschlagen, geschubst, eingeschüchtert und gar ermordet werden, übernimmt einmal mehr die iranische Freiheitsbewegung direkt vor Ort die Zügel und macht Barack Obama mit ihrem neuesten Slogan ausgerechnet am 30. Jahrestag der US-Geiselnahme zu etwas, was er ganz und gar nicht zu wollen scheint.
Die Aufforderung zur endgültigen Entscheidung des mächtigsten Mannes der Welt: Obama, Obama, entweder mit denen oder mit uns!
Die iranische Revolution rückt dadurch mehr und mehr auch international in den Blickpunkt weltweiter Beobachter und bringt Obama in die unbequeme Position, als der neueste Friedensnobelpreisträger, sich nicht direkt hinter den MENSCHEN zu stellen als viel mehr den „Frieden“ mit eines der faschistischsten Regimes der Welt zu suchen. Wie lange wird ihn da die Begründung der „Atombombe“ in den Händen der IR als Erklärung für die Welt reichen können, wenn die Welt mehr und mehr Zeuge von Massenmord wird?

The ape forces had one goal in mind, which was to prevent any crowd from forming. Their strategy: indiscriminate violence. At about 10:30 in the morning, before getting to Vali-Asr Square, we passed by the Beheshti metro station. A group of ten anti-riot IRGC members in camouflage uniforms and wielding batons suddenly rushed the station gate, frightening people who were exiting to flee inside. About seven or eight of the security men ran in while the others shut and held the gates behind them. After that, you could only hear the sounds of screams and thuds. Maybe some greens were among them, maybe not. One was carrying a shopping bag. [...]

Something is abuzz in the air in Tehran tonight. It is angry talk about meeting violence with violence. Patience is running out and I am now hearing about switching to the same language as the opponents. How viable that is, or whether we will go down that road will be determined in the future, but 1979 is before our eyes. Take away hope and it won’t be long before reform will give way to overhaul.

Watchdog fears Tehran has key component to put bombs in missiles

Gurdian, by Julian Borger — The UN’s nuclear watchdog has asked Iran to explain evidence suggesting that Iranian scientists have experimented with an advanced nuclear warhead design, the Guardian has learned.

The very existence of the technology, known as a „two-point implosion“ device, is officially secret in both the US and Britain, but according to previously unpublished documentation in a dossier compiled by the International Atomic Energy Agency (IAEA), Iranian scientists may have tested high-explosive components of the design. The development was today described by nuclear experts as „breathtaking“ and has added urgency to the effort to find a diplomatic solution to the Iranian nuclear crisis.

The sophisticated technology, once mastered, allows for the production of smaller and simpler warheads than older models. It reduces the diameter of a warhead and makes it easier to put a nuclear warhead on a missile.

A’jad foes push hostage-anniversary rallies aside

NYP, by Amir Taheri – Yesterday marked the 30th anniver sary of the capture by Khomeinist „stu dents“ of the US Embassy in Tehran, triggering the 444-day hostage crisis.

The Iranian public seized the chance to reject the regime — even as the surviving hostage-takers have largely come to regret their actions.

For months, Iran’s state-controlled media had tried to build up the day as a „turning point“ for President Mahmoud Ahmadinejad’s troubled second term.

The occasion was supposed to highlight Ahmadinejad’s „victory over the American Great Satan“ and Washington’s implicit acceptance of Iran’s nuclear project in recent talks in Geneva and Vienna.

In a message on the eve of the anniversary, „Supreme Guide“ Ali Khamenei called on „true Muslims“ to show „unquenchable anger against the Great Satan.“ The newspaper Kayhan promised „the largest crowds in Iran’s history.“

The Mullahs Big Week by Caroline B. Glick

All in all then, on the surface, this past week seemed like a horrible week for the mullahs. But appearances can be deceiving. Unfortunately and counterintuitively, the past week has been one of the best weeks the mullahs have had for a long, long time. Certainly, it was the best week the Iranian regime has had since it falsified the results of the June 12 presidential elections.

 

NYP, by Amir Taheri – Anti-government protesters clashed with security forces across Tehran yesterday, severely complicating the Iranian regime’s effort to ceremoniously bash America on the 30th anniversary of the US embassy takeover there.

Indeed, the mullahs had to scramble to turn out just a fraction of their usual „Death to America“ crowd. „Supreme Leader“ Ayatollah Khamenei and President Mahmoud Ahmadinejad were nowhere to be seen.

That’s all a welcome sign that the Iranian regime lacks legitimacy among its own people — though the White House yesterday, in its typically lame way, merely expressed its „hope“ that „violence will not spread.“

(In a notable Wall Street Journal op-ed yesterday, co-written by one of the leaders of the student movement behind the embassy takeover, the authors insist that „brave“ Iranians „are ashamed of [their] regime’s violence and the pain the American people experienced 30 years ago.“

But they also say they’re being „snubbed“ by the Obama folks, who are pursuing a „regressive realpolitik“ at the expense of everyday Iranians’ human rights.)

As for the anniversary, let’s just say that there’s a reason the regime celebrates its act of terrorism each year.

In 1979, some 52 Americans were taken hostage — then beaten, threatened with execution and used as propaganda tools for 14 months. For Iran, it was the start of 30 years of state-sponsored terror.

Since then, Tehran has been shown to be behind the 1983 Beirut bombing, which killed 241 American troops, and the 1994 attack on the Jewish center in Buenos Aires, which claimed 85 lives.

It continues to support terrorist attacks in Iraq and Afghanistan and is, of course, a major backer of terror groups Hezbollah and Hamas. Yesterday, Israeli forces made what they say is their largest-ever seizure of arms bound from Iran to Hezbollah in Lebanon.

Then there’s the regime’s terror tactics against fellow Iranians protesting the recent presidential election.

And, finally, its capacity to hold the entire region hostage if and when it secures a nuclear weapon.

When that happens, of course, it will make the last 30 years of Iranian terror seem like child’s play.

Rear Admiral Gholam-Reza Bigham told Fars News Agency on Thursday that the battleship would shore up the country’s „deterrence capabilities.“
The high tonnage of this battleship, the commander said would enable it to carry out missions in far-off waters.
According to Bigham, the battleship, which is to be domestically constructed, would be among the world’s most sophisticated warships.

Man wird dieses irritierende Gefühl nicht los, hier spielen ein paar furchtbare Jungs die dunklen Seiten des 20. Jahrhunderts beharrlich nach.

U.S. tells Iran nuclear deal offer won’t be changed

WASHINGTON (Reuters) – U.S. Secretary of State Hillary Clinton on Thursday said a draft nuclear cooperation deal between Iran and three major powers will not be changed and urged Iran to accept it as is.

„This is a pivotal moment for Iran. We urge Iran to accept the agreement as proposed and we will not alter it and we will not wait forever,“ she told reporters in Washington.

Tehran and Washington have been at odds for years over Iran’s nuclear program, which Western powers fear is a covert effort to develop nuclear weapons. Iran has denied that and says it needs nuclear technology to generate electricity.

Western powers want Iran to accept the draft deal under which it would send most of its low-enriched uranium (LEU) abroad by the end of the year for further enrichment to turn it into fuel for a reactor in Tehran.

But on Monday an Iranian diplomat said that additional talks were needed and that Tehran wants to import atomic fuel rather than send its own uranium abroad for processing.

The plan drafted by the U.N. nuclear watchdog calls for Iran to transfer the LEU to Russia and France to produce fuel for a Tehran reactor that makes isotopes for cancer treatment.

Russia, France and the United States, which would help modernize the reactor’s safety equipment and instrumentation under the plan, see it as a way to reduce Iran’s LEU stockpile below the threshold needed to get material for a bomb.

But since the October 19-21 talks, Iran has made clear it is loath to ship its own LEU abroad because of its strategic value, and would prefer buying the reactor fuel from foreign suppliers.

Western diplomats say the three powers do not want more talks and that Iran’s demands would do nothing to remove the risk of nuclear proliferation in Iran.

„We are speaking with one voice on this critical issue,“ Clinton said, referring to the five permanent members of the U.N. Security Council and Germany.
