IAEA chief: Iran ’s nuclear program special case

VIENNA – The head of the International Atomic Energy Agency singled out Iran for the first time Monday as a „special case“ because of suspicions it may be trying to make nuclear weapons. A senior Iranian envoy said Israel was the true threat to Mideast peace.

The statement by IAEA chief Yukiya Amano at the start of the agency’s 35-nation board meeting reflected international concern about Iran’s nuclear agenda, days before the U.N. Security Council is expected to punish Tehran for its refusal to heed demands to curb its activities. It also was in keeping with the generally tougher line taken by Amano on Iran compared to his predecessor, Mohamed ElBaradei, who was occasionally criticized by the U.S. and other Western nations for his perceived reluctance to take Iran to task.

„The meeting was held in a business-like atmosphere,“ the International Atomic Energy Agency said in a statement.

Iran’s Manouchehr Mottaki and IAEA’s Yukiya Amano discussed the fuel proposal and exchanged views on possible ways to implement it, the IAEA said. It gave no details on whether a conclusion had been reached.

So imagine the surprise of international inspectors almost two weeks ago when they watched as Iran moved nearly its entire stockpile of low-enriched nuclear fuel to an above-ground plant. It was as if, one official noted, a bulls-eye had been painted on it.

Iran leader denies nuclear weapons ambition

TEHRAN (AFP) – Iran’s supreme leader and armed forces commander-in-chief Ayatollah Ali Khamenei said on Friday the country does not believe in and is not seeking atomic weapons, state television reported.

Khamenei was commenting a day after a leaked report by the United Nations atomic watchdog expressed concern that Tehran might have been trying to develop a nuclear warhead.

„Recently some Western and US officials have been repeating some outdated and nonsensical comments that Iran is seeking to build nuclear weapons,“ Khamenei told commanders at the launch of Iran’s first domestically made naval destroyer in the Gulf.

World will ’not back down‘ on Iran: Clinton

WASHINGTON (AFP) – US Secretary of State Hillary Clinton said Thursday the international community is „unified in its resolve“ to put pressure on Iran over its disputed nuclear program, and will not back down.

However, the chief US diplomat stopped short of renewing the US threat of sanctions following a weekend six-power meeting in New York when China, which is reluctant to use such measures, sent a lower-level envoy.

„Let me be clear, we will not be waited out and we will not back down,“ Clinton told reporters as she stood with European Union foreign affairs chief Catherine Ashton.

Iran spurns nuclear fuel deal in writing: diplomats

VIENNA/WASHINGTON (Reuters) – Iran has notified the U.N. nuclear watchdog it rejects key parts of a draft deal to send abroad most of its enriched uranium, designed to ease fears the material could be used to make nuclear weapons, diplomats said on Tuesday.

It was Iran’s first apparently formal answer to the proposal hatched in October and echoed months of dismissive or ambiguous remarks made through the media. The United States rejected Tehran’s reply as „inadequate.“

Ein Leck in der iranischen Atomforschung?

Die Times bringt immer wieder „Geheimdienstinformationen“ über das iranische Atomprogramm. Ganz zufällig werden sie dort wohl kaum lanciert. Und ihr Realitätsgehalt ist sozusagen naturgemäß schwierig abzuschätzen. Das gilt auch für die jüngste Meldung über einen iranischen Vierjahresplan zur Entwicklung eines atomaren Zünders aus dem Jahr 2007.

Wenn sich diese Meldung allerdings konkretisiert, wird es wohl schwierig sie so ganz zu ignorieren.

The Times had the documents, which were originally written in Farsi, translated into English and had the translation separately verified by two Farsi speakers. While much of the language is technical, it is clear that the Iranians are intent on concealing their nuclear military work behind legitimate civilian research.

The fallout could be explosive, especially in Washington, where it is likely to invite questions about President Obama’s groundbreaking outreach to Iran. The papers provide the first evidence which suggests that Iran has pursued weapons studies after 2003 and may actively be doing so today — if the four-year plan continued as envisaged. […] The documents detail a plan for tests to determine whether the device works — without detonating an explosion leaving traces of uranium detectable by the outside world. If such traces were found, they would be taken as irreversible evidence of Iran’s intention to become a nuclear-armed power.

Experts say that, if the 2007 date is correct, the documents are the strongest indicator yet of a continuing nuclear weapons programme in Iran.

An Iranian scientist who vanished six months ago has revealed secrets of his country’s nuclear programme with international weapons inspectors, The Sunday Telegraph has learned.

Shahram Amiri briefed United Nations nuclear monitors in a clandestine meeting at Frankfurt airport just hours before they flew to Iran to inspect a hidden uranium enrichment plant, according to French intelligence sources.

An award-winning atomic physicist, Mr Amiri had worked at the heavily-guarded underground site at Qom. He was attached to a Tehran university named by the EU last year as part of the regime’s nuclear-proliferation operations.

The International Atomic Energy Agency (IAEA) was told of the existence of the Qom facility by the US and its European allies in September. But the meeting with Mr Amiri in October would have provided inspectors with key insider knowledge before they made the sensitive trip.

On November 9, 2009, U.S. President Barack Obama told Reuters in an interview that an unsettled political situation in Iran may be complicating efforts to seal a nuclear fuel deal between Tehran and major world powers. [1] This implies that a deal was reached with Iran during the nuclear talks in Vienna, but that Iran is having a hard time ratifying that deal due to criticism of it at home.

This depiction of the October 18-19, 2009 Vienna talks, and the explanation that the unstable political situation in Iran is making it difficult for the Iranian regime to announce that it agrees to the deal, are misleading. Iranian public statements since the end of the talks to date attest that:

(CNN) — Iran’s disclosure of a previously-secret nuclear facility near Qom raises questions about the existence of other such facilities, and its delay in acknowledging the facility „does not contribute to the building of confidence“ in Tehran, the United Nations nuclear watchdog group said in a report published Monday.

In addition, „there remain a number of outstanding issues which give rise to concerns, and which need to be clarified to exclude the existence of possible military dimensions to Iran’s nuclear programme,“ said the International Atomic Energy Agency (IAEA) report, published on the Institute for Science and International Security Web site. A source with direct knowledge of the report confirmed its authenticity to CNN.

Nur zur Erinnerung: ja, eigentlich war letzten Freitag vor einer Woche der Termin für eine Entscheidung über das Anreicherungsabkommen. Ja, genau, die Iraner haben dann gesagt sie bräuchten noch ein paar Tage. Am Donnerstag letzter Woche wollten sie sich schlußendlich äußern. Da gab es auch eine informelle Stellungnhame gegenüber der Internationalen Atomenergiebhörde  – es war weder ein Ja noch ein Nein, ein Vielleicht eigentlich auch nicht. Der Iran hat bis heute nicht offiziell geantwortet. Und alle mahnen wie seit Jahr und Tag. Und erklären sie wollten nicht ewig warten – vermutlich nur bis zum jüngsten Tag. Selbst el Baradei sagt nun erneut, die Iraner sollten sich endlich äußern. Selbst der.

Allerdings steht zu vermuten, daß allein schon die innenpolitisch angespannte Lage eine iranische Entscheidung intern zur Zeit gar nicht möglich macht. Einen sehr souveränen Eindruck gibt das iranische Verwirrspiel dabei gerade auch nicht ab. Es ist bloß die Schwäche und Standpunktlosigkeit der Gegenseite, auf die sie bauen können.

Alle warten auf das atomare Sandmännchen

Wird der Iran dem Anreicherungsabkommen – nachdem er sich eigentlich schon bis Freitag hätte entscheiden sollen – zustimmen? Einfach so zustimmen, diese Voraussage sei gewagt, wird er nicht. Es wird zumindest auf Nachverhandlungen, Hin-und-her-Gezackere und „Ja-aber-Zustimmung“ hinauslaufen. Oder das Regime wird sogar ablehnen. Einige interessante Überlegungen in Bezug auf die Position des Revolutionsführers dabei, die wiederum mehr Fragen als Antworten aufwerfen, kann man bei enduring america nachlesen.

Ein Kernpunkt, der in den letzten Wochen  in der Berichterstattung über die iranische Atomangelegenheit völlig aus dem Blickfeld geraten ist, dreht sich um die Frontlinien innerhalb des Establishments der „Islamischen Republik“ und die Handlungsfreiheit Ahmedinejads; er bzw. sein Lager kann diese Entscheidung nicht alleine treffen. Nominell ist sowieso für Grundsatzfragen der „Revolutionsführer“ zuständig, und die Parlamentsmehrheit der „Prinzipialisten“ – unter letztens gegen Obstruktionsversuche aus dem Ahmedinejadlager erneut bestätigter Führung des ehemaligen Atomverhandlers Ali Laridjani – will definitiv mitreden.

Die auch aus diesem Grund uneindeutige und schwammige Position des „Iran“ in den Atomverhandlungen diffundiert intern in den Machtkampf innerhalb des Regimes. Jede Antwort auf  das aktuelle Angebot des Westens hat so auch eine wesentliche innenpolitische Bedeutung. Vermutlich sogar zuallererst. Und das macht die Sache doppelt spannend.

Two Leaks and the Deepening Iran Crisis

Stratfor, by George Frideman — Two major leaks occurred this weekend over the Iran matter. In the first, The New York Times published an article reporting that staff at the International Atomic Energy Agency (IAEA), the U.N. nuclear oversight group, had produced an unreleased report saying that Iran was much more advanced in its nuclear program than the IAEA had thought previously. According to the report, Iran now has all the data needed to design a nuclear weapon. The New York Times article added that U.S. intelligence was re-examining the National Intelligence Estimate (NIE) of 2007, which had stated that Iran was not actively pursuing a nuclear weapon.

The second leak occurred in the British paper The Sunday Times, which reported that the purpose of Israeli Prime Minister Benjamin Netanyahu’s highly publicized secret visit to Moscow on Sept. 7 was to provide the Russians with a list of Russian scientists and engineers working on Iran’s nuclear weapons program.

Times Online — Even after Iran had been caught trying to conceal its nuclear facility near Qom, the head of the United Nations nuclear inspectors attempted to play down this deception. Iran, Mohamed ElBaradei said this week, should have informed the International Atomic Energy Agency earlier. But there was no “concrete proof” that Tehran was developing nuclear weapons, he insisted. If the UN believes that, it will believe anything.

Dr ElBaradei is probably the main reason why Iran reckoned it had little to lose by its violation of the Non-Proliferation Treaty. At every stage, the Egyptian head of the IAEA has attempted to overlook Tehran’s repeated breaches of its treaty obligations, to play down its nuclear research programme and to pour cold water on the warnings from America and Israel. He has acted as though he were Iran’s political shield: even his nuclear experts have concluded from global intelligence sources that Tehran may have the knowhow to make an atomic bomb and has worked on the military technology to produce and deliver such a weapon. But Dr ElBaradei has kept silent. Confrontational politics, apparently, is not his style.

Report says Iran has data to make atom bomb

WASHINGTON (Reuters) – A confidential analysis by staff of the U.N. nuclear watchdog has concluded that Iran has acquired „sufficient information to be able to design and produce“ an atom bomb, The New York Times reported on Saturday.

The Times report was posted on its website hours after Mohamed ElBaradei, head of the International Atomic Energy Agency, arrived in Tehran for talks on a timetable for inspectors to visit a newly disclosed unfinished nuclear enrichment plant.
